Are you open to used frames? If so I strongly recommend a Lemond 853 frame. They're ridiculously cheap considering the quality. I would pick one up, add a new fork and build it up.

I agree it was dishonest. However, to be completely objective, I didn't pay anywhere near the value of an undamaged frame. The seller clearly priced the bike taking the damage into consideration....
