I suspect some of these clips were made for French diameter tubing. The difference in circumference (28mm vs 28.6mm) is about 3mm. I had to use a longer bolt to fit mine.

I'd say it's a 1981 model. It's in a transition period where they switched to the spool shaped chainstay bridge and started routing the cables under the bottom bracket shell. Both happened in 1981.

Disassemble the brake calipers, then clean and grease the pivot points, replace the dried pads with Kool Stop pads, and replace the cables and housing. After this the brakes will work just fine.
