They look like someone cut them with a hacksaw and tried to fill them with some body filler or similar material. Personally, I would clean them up, TIG weld and file them smooth.

For a one-off job, it doesn't need to be fancy. A strip of steel with some holes or a slot and a couple M6 bolts. Take your time lining things up and it'll be fine....

Mock-up the joint with tubes in the lugs an measure the angle of the protruding tubes. Most lugs will have a bit of slop in the fit to the tube so it is not exactly a high-precision measurement.
