You can put there a longer bolt and a locknut outside. Your problem is nearly non-issue unless you are going for some esthetics. You just need to put some axle there in place and there more and less...

Any mid-length cage Suntour derailleur will likely work. The V-series models are usually inexpensive. First gen Cyclone is a really nice upgrade.
