The decal on the seat tube looks pretty similar to the "Motoconfort" ones, they had a squarish headbadge as well, at some point... The cigarettes are Gaullistes, no doubt about those.

The tires appear to be cheap Michelin 650b demi-ballooners. So I would guess a low or mid-level domestic French 650b city or camping bike. The bigger manufacturers didn't really export 650b bikes...
