It sure looks like a traditional front impact that was made worse by the unsupported internal routing hole (that is in the worst possible locations btw).

IMO, it's all about tire clearance and how much you can stuff in the frame, fork, and brake setup. Old rigid mountain bikes with cantilever brakes are generally a better starting point than a road...
