The bad news is that we live in an amoral (ie: materialist) society. The good news is that you are only responsible for your own actions. A better question is: How am I abusing myself and others, and how do I improve myself in this regard.

I like that enforcement idea. But really I think the public does a pretty good job at catching onto changes in the law. The media usually covers it some. Law change signals cultural change.

I'm not sure that fines and punishment, etc., are big drivers. I suppose they are with drunk driving. But so is greater awareness that crashing is terrible. It's time to extend that to menacing anyone on the road. I think it could be done on the 'front end' -- via billboards, law, etc. The 'teeth' part would hopefully not need to be used much. It would be nice -- and possible -- if the public were to just "knock it off" once the obvious news was delivered.

Remember, also, that the news day is usually slow. Bikes are photogenic. Our news gets play.
