NYC Vision Zero reduces cyclist deaths but pedestrian deaths increase

This is good news for cyclists and pedestrians. NYC reduced speed limits to 25mph and installed better bike-lane protection, among other things, and the total number of traffic deaths has gone down. Cyclists fared better than pedestrians, however, as the number of pedestrian deaths increased.

Maybe more pedestrians died because more people felt more comfortable crossing streets than when speed limits were higher, or maybe it is just coincidence, but either way I think the lower speeds are a good thing from the perspective of comfort and noise.

Is this a sign that there will be more good news of cyclists and pedestrians faring better in 2019 and beyond?
