Who makes, or similar shifter mount

I saw this in a classified ad recently, it even said who made them. But I have forgotten... And now, may be useful... |
Not quite sure what I'm looking at there. It looks like a standard downtube shifter attached to something and is it wrapped into the bar tape? Where is the other shifter?

I wonder if you could get some MTB bar ends, and then clamp some thumb shifters to the bar end.

I've been doing triathlons since the early 1980s. I've never seen that particular attachment. It almost looks like a DIY contraption. It just seems kind of clunky and inconvenient. I'm trying to imagine my thumb reaching down to that lever to shift...or even reach to pull it back. And how in the world does the bar tape hold it in position tight enough to push/pull on the shift lever? It just looks like that isn't where it is actually meant to be mounted.I'd rather have the shifter on the down tube than that setup. Dan

Yes. I tried them, but they did not work very well for my use. I mounted Suntour shift levers on them and founded that the cable pathway on the take-off did not line up with the pathway on the lever. I suspect they were designed for Shimano levers, but I did not try that out (I just will not use Shimano stuff).
