Stem Question

Laying in bed last night I had a thought.
Has an run a stem pointed backwards? How would this affect the handling?

I swear I've seen this somewhere over the years... I think on those single gear shore-bikes where ya sit straight up with the big bars and cruise around flat smooth roads near the beach. (Jersey shore in my case)

Personally I don't think it would be a good idea, especially with a long stem.
