How to reglue small part of lifted base tape?
 

I have a nice CX tubie where the base tape is lifting and "bubbling" along its edge here and there in small amounts of about 1/3". When the tire is unmounted and deflated these places become apparent. Is there a good way to reglue these small areas? I don't want them to spread, for one thing. Thx.

Not really.

For patch work, dribble some Mastic One in there. That is a patch.
Contact cement works best, but you need it clean - Q-tip with lacquer thinner keep apart, then press together.

For more serious job - the tire needs to be off, and you will likely lose more tape taking it off. Same contact cement.
