All white LEDs run on approximately 2.7V so the bulb has electronics built into it to keep the voltage delivered to the LED to at or below 2.7V. That's why it will still work on half of the rated voltage for the bulb itself. I wonder if there is any effect on the lumen output. You could power it with 12V DC from any 12V converter like the ones used for electronics equipment. The differences I see for this bulb and a halogen bulb is the current, the CRI, and the lumen output.

That's still a pretty low output for a modern LED bike light. Once the battery dies it may be toast too as Niterider no longer seems to support the NiMH batteries having moved on to Li-ion.
