Does a waterproof shoe cover exist without insulation?
 
I am looking for a cycling shoe cover to keep the rain out of my shoes, but all of the options I can find are designed for winter weather and include some level of insulation.

years ago Shimano had a fairly lightweight / thin shoe cover - but still might have had a thin layer of insulation

Pearl Izumi used to make some very thin and stretchy ones. Good for time trials.

Ride buddies called them “shoe condoms”. The closest thing they have now is this:

Warm and wet isn't nearly as problematic as cold and wet, so I can see why there'd be a bias towards insulation (and really, even a thin membrane that doesn't breathe well is going to warm up).

Out of curiosity, are you running full fenders and all of that fun stuff? Water coming off of my front wheel accounts for a lot more water on my shoes than direct hits from rain drops.

BITD, we'd just stick our shoes in a plastic bread bag. For clipless systems, you'd likely need to cut a hole for the cleat (toeclips and slotted cleats don't necessarily need this).

then finish with a large plastic garbage bag with holes cut for the head and arms. Not very aero but effective. (My wife and I had to resort to this indignity when caught in a surprise downpour in the middle of a 40. The shopkeeper took pity on us and gave them to us. It worked but made a helluva noise. We laughed like mad.

I use Velotoze but they only work well if using fenders. Found out fast how worthless they are without fenders.

I think a better question would be "Does a waterproof shoe cover exist?"
I've tried several over the years. None of them are totally waterproof.

My Sugoi Zap Booties work pretty well. Available at Amazon in the link below. Also available at REI.

Capo also makes a Tempest Rain Bootie, which is meant to be more aero. At the link below, though they are out of most sizes (and it's marked at clearance) so this might be an old item. Perhaps they've made a newer version.
