+1 even changing bars and stems can make for problems big costs and doesn't always work much cheaper to find a right size bike and smaller MTB's are much easier to find.

That doesn't look like a crack just some ugly but OK welding pretty common on even high end 90's alloy MTB's.. I have owned couple that had pretty much thumb nail welds that were fairly high end.

You can pull the pedals and if they spin fine just take the caps off and put a spoon full of 90 weight gear oil in each and you should be fine.so you didn't need to do all that work.
