I'm going to tape over the hole with aluminum...

I'm going to tape over the hole with aluminum tape, try to find some touch-up paint for it, and mount the rack with a seatpost clamp with two threaded eyelets for mounting the rack.. I'm still a noob...

Correct. The hole is now roughly the size of the rim around the original thread (which came out when I pulled the tap out). I think it was a rivnut FWIW.
