lightly brushed off the flaking paint. clearly not adhered well to the chrome, unpolished tubes included. tho it’s especially vulnerable to cold temps, I think.

any trick to tell if a steerer’s already been switched over? maybe by backing off if gently threading meets resistance?

if not, I suppose just committing to ISO would be the safest bet.
