On second thought (my first was NFW) take a look at spray.bike, they have paint pens in lots of great colors. You could add the accent dots, blops, and designs very easily.

Go for it. It's easier and cheaper than I expected. The silver solder costs a bit, but the MAPP torch and braze-on bits were cheap. The torch came with a 4' hose, 6' would be better.

I'm saying you shouldn't. "I have a wheelset" isn't a good reason to pound this square peg. Also the top tube doesn't appear cylindrical, so the cable stop clamps may not work.
