With the 2 water bottle bosses and over the bb cable routing, I wouldn't rule out the second set of bosses added after a possible repaint. Buy it, build it, and let us know how it rides.

I agree on the British designation, given the era, my guess would be 531db. Looks like a nice bike with the campy do's and cut lugs. Try pulling the fork and checking for markings on the steer tube.
