The one time I had a new tire that wouldn’t seat, even with our compressor, I threw a tube in it and let it sit overnight. The next morning, I pulled the tube out, and the tire seated right away.

Fwiw, I wouldn’t put any faith in a UCI sticker for authenticity. I have one of those on my Ridley, and all it means is the frame qualifies to run in UCI events.
