Not a very big frame.

I’ve owned a few mixtes, and that does not look like a 23” frame to me. The top of the seat tube is quite a bit lower than the top of the head tube.

I’m assuming you’re buying these bikes/frames used. Maybe the previous owners were rough on bikes, riding off pavement, jumping curbs, etc.
