If it's a floating start, you'll pass the chip...

If it's a floating start, you'll pass the chip reader as you enter the water, but the timing will queue up, and then begin for the entire wave on the gun. I haven't done one with a running start...

Jacket? Probably not. Maybe a long-sleeved...

Jacket? Probably not. Maybe a long-sleeved jersey, or jersey with wind-proof front panel, or a wind vest. I rarely wear a full jacket on the bike, even in mid-winter training.
