Based on the height of your saddle, it doesn't look like the bike is too small for you. Maybe you just have to adjust the length/height of your stem.

There are no welding beads at the joints. Each tube joins cleanly with its mating tube.
It's a very clean look. Why aren't more frames joined this way?
