Chainstay clearance with 28c tires

Got about 1.5 mm clearance on either side at best and thinking I may need to size down to 25c

With wheels tightened down sufficiently, should I expect any rubbing with the 28c tires?

swap out the pads for some kool stops...they have rounded washers (d shape) so you can angle/toe-in the pad.

or maybe you can find some d shape washers at a hardware store since you don't live...

to clarify, i'm not talking about brake to rim clearance...but rather tire rub. seated at the lowest point, the brake pad is 1 mm from top of the rim.

it's not touching the tire, but wasn't sure...
