Shops around here will barely tune the bike for that....

To me, both those terms require a full overhaul (rebuild) and differ only in componentry. For my use, "refurbishing" usually results in a far better bicycle than the original spec (restoration).

But the nutted calipers say otherwise. The rear caliper mount and nut looks odd.
