No help with ID but sure looks like an aluminum frame to me. The extra thick stays with riveted cable stop remind me of a Cannondale.

I like Mother's aluminum polish for alloy, for steel parts I use Turtle Wax chrome polish after the 'ol aluminum foil rub. Available pretty much anywhere auto cleaning supplies are sold.
