Brakes adjustment for Dia Comp 400

Trying to adjust these brakes and only one side retracts back after applying the brakes.
I have loosen , tighten, adjusted......

I still believe pedals loosen toward the rear of the bike

There is a little play in the spindle. I test rode it and it worked fine thru all the gears.

I checked my other bikes and the spindle is tight. No play from...
