I shortened the yoke on my BoB trailer so it fitted a 20" wheel, made it so stiff I carried my daughter in it!
It's no good attaching a BoB trailer with a 26" yoke to a small wheel folder.

I would guess that those wheels are only there to stop the rack from scraping on the floor when you fold the back wheel under.
I agree that it is not a nice, useful or tidy fold.
