Used Leader 735 track frame set - Worth the money?

Right now I am riding a crew district. I have upgraded the crank, stem, handlebars, brakes, and grips. I have been toying with the idea of a new build and found a leader frame ala a 2013 735 on CL....

When riding in to work today the left crank arm...

When riding in to work today the left crank arm had some woblle. Pulled over and the square taper was mauled. When I try to tighten it it stays tight for 2-3 revolutions then starts wobbling again.
