Sounds like a flip flop hub. One side for track cog and lock ring, the other for a free wheel... Common on wheels built for use either fixed or single speed.

My take on reviewing the rules is that anyone can go forward 10cm for those event... I haven't had to check personally either, but if I did I would email my State body to make sure.

So no further forward of the front hub than 5 cm...
