This is true. The paint on my 88 Giro and Krono have cracking but under the clear coat finish. You can't feel the crackling paint just the smoothness.

My guess is the owner still wasnt fully comfortable riding a skinny tire bicycle. The nicks and scratches seem more from moving around alot in the garage.
