I'm using an AC Lowrider front rack which is mounted to the fork at the upper and lower eyelets. It seems very solid and secure. When I remove the front panniers completely, I have no wobble.

Thanks for the help; those websites were both very useful. I've added them to my favorites list. I was also able to get the brakes adjusted by tightening the small screws made for that purpose!
