Looks perfect to me for a fixed gear bike, assuming it's 1/8". Spins better with a bit of slack like that for sure. Mine is setup similar and no issues, still on the same chain for almost a full year...

Yep, the closer they are to the tire the better, up to a point, and they should be evenly spaced both for looks and because they'll be more stable and resistant to lateral movement over bumps etc....
