NEED HELP. Rim conversion from 27 in to 700

I'm pretty sure I can convert to a 700c rim . Right now I'm running 27 x 1 1/4 w/o HP Araya rims . I'm looking to covert to clincher rims because these flat wall rims are garabage imo .

I think it was around 2007 give or take. 1976 nishiki international, still have it and still ride it , till I get money or a better bike pops up at goodwill or whatever.

Yeah I don't see a hook , it's more of a bump thats slightly there and extremely hard to notice by eye . They're inflated to 85 psi at the moment and haven't had any trouble in the 50 miles I've used...
