I test removed it with my circlip pliers

I believe I can remove it with my circlip pliers. I tested it once. Haven't attempted yet.

Amazing flat washer from my Dad's 1940's unidentified French Frame

I was following RJ the bike guy's advice to soak old rusted parts in Apple Cider Vinegar. Threw in some original Lefol daruma screws, nuts, random bolts and washers.

There are cable stops on the right chain stay.
