Drop bar stems on upright handlebar bikes are one of my pet peeves. I don't know if they mess up performance but, they just don't look right.

Peel the rubber grips off. Chunk them in a container of diesel fuel. Get elbow length nytrile gloves. Goggles. Excercise the internals. Dunk & soak. After about a week they'll be good as new.

If that was mine I'd clean it up and leave it as-is. Get a dropper bottle. Fill it with diesel fuel. Place drops of diesel on all the pivot points, cables, rusty spots etc. Tune it up and ride it.
