For those restoring "rusty" parts I use a product called evapo-rust you can look on their website for a list of retailers but it's readily available. It won't hurt paint and does some amazing things...

I use a large fluid writing pen by Kemper tools. It has a reservoir that holds several drops of paint and gives you excellent control. You can get them on Amazon.

We have the opposite problem here (southern us), we have a lot of demand but very few quality bicycles. That is unless you order from eBay or the likes.
