I haven't read the hole topic, but IMO a wheel size under 16" is unsafe on the streets, because of potholes, unexpected kerbs in the dark, etc. Potholes and kerbs can even be hidden by snow or water...

I have now 3 mm hop (radial), and 1 mm wobble (lateral). That is about the best I can do, I guess, since my time is limited. And the V-brake is not touched by the wobble.
