dunno what the last guy did, but there was a V of brass in the bb down tube lug. maybe he cut that too. all of his splints were wonky too so theres that..... he didn't even cover them with any tubing...

Then boil it again in paraffin and mineral oil

+1 on rivnuts, I added them to the down tube (top and bottom) and under the top tube on my touring bike. I cleaned up the edges with sandpaper and added a little epoxy before clamping them down....
