At 5'9" a 19" frame may be on the big side. I'm a little over 5'10" and ride 17" to 18" frames. However, you're the best judge of your bike's fit, if it feels too big then you might be better off...

Sounds like you're in too low of a gear. When there's little to no resistance on the cranks because you're pedaling faster than the bike is moving you'll start bouncing on the saddle.
