They seem to go from 1 1/8 to 1 3/8 and the latter are getting hard to find. The nominal 1 3/8" tires I use measure at around 32mm, probably because my rims are narrow.

Yes, there are some choices in 1 1/8" (28mm) and narrower. It's the 1 3/8" that are getting hard to find, except for the heavier tires geared toward BMX.

The convention with 20" tires is for the widths in 406 size to be expressed in decimals (like your tires) and for 451 size in fractions (like 1 3/8"). As stated, only the 406 tires will fit your rims.

Tightening the leather will increase the gap (generally). If you have a 1/2" gap you should probably ease off a bit. Riding on the saddle will also decrease the gap as the leather stretches.
