Get a good rear rack and then some Ortlieb Panniers, they make a pannier/backpack conversion kit as well if your interested in that. Brooks also makes good panniers. Make sure you choose waterproof,...

As said above it can't be made thief proof unfortunately. But be smart about it, always lock to something that can't easily be cut or destroyed. Kryptonite U lock is what I use, put an extra cable...
