Had the same problem on a Windsor Tourist from BD. Discovered the der hanger was very slightly bent and used the old screwdriver-in-the-bolt-hole adjustment to get it right. Perfect shifting now.

If you don't care for the look of bike shorts, try liners. They are basically lightweight shorts with a thin pad, designed to be worn under normal clothes. But, get the boil cleared up first.
