For new cheap folders, see Camping World. For used, try a Dahon or Downtube.

It seems to be a low level cheap bike at a cheap price. Actually a good deal for limited use. I do not know what they mean by 31 lbs net / 36 lbs gross, but 36 lbs sounds accurate for that bike.
