Probably to make it look aerodynamic. Several years ago, I had a Specialized Allez Elite with a similar shaped seat tube. I didn't like that they didn't follow through with the design all the way up...

I had one of these bikes several years ago. Maybe in 2007? Anyway, I remember the drop bars were two pieces and pretty heavy. That was the only way to get the shifters on there.
