Is it a repaint by Waterford? If that's the case, then it IS a factory original Paramount, and I would have NO complaints about buying it.

Waterford can fix that bad paint for a price that's reasonable, compared to the cost of a new frame. I agree, that blue powder coat looks dumb, especially around the chrome lugs.
