No. The non drive side should be considerably looser. Spoke calculators often give the relative tensions. 100% drive side/45% non drive side is common. On a rear wheel.

The add on derailleur hanger pretty much determines where the axle can go. Not a lot of play there. I was actually thinking of putting one on the other side, just to see if it makes any difference....
