can be glued - how safe it will be is hard to judge, but I say try it and be careful for a while. Remainder of base glue could be weak also. Same approach I use for testing new glue or tape jobs.

Can use a traditional car tire-type plug patch like they use for patching larger holes on tubeless tires (see photo)

I see no issue patching...

Tufo's can't be repaired in a traditional sense, because as you say, the tube and tire is a "unibody"

That said, the concept is that the "unibody" makes them more durable and "designed" to work...

Merlin is blowing out 25mm and 27mm green sidewall Pave tubulars for $40 - I picked up a half dozen or so of the 27mm blackwalls while they were in stock.

The 27mm ones measure closer to 25mm.

Also, my first few times I used too little glue, and i could easily peel the tires off when deflated after a ride or so - they stay on ok when inflated. But I didnt push the tires too hard initially.
