I could be wrong here, but having the down tube...

I could be wrong here, but having the down tube decals slightly above the centre line of the tube makes them look 'right' as your eye height is usually above the bike. Not sure if it was always that...

Didn't even notice that until you mentioned it. Cinelli's Laser had an offset bottom bracket, but was introduced a decade earlier. Makes me wonder what the theory is (same as a steeper seat tube?)...
