I'll go further out on a limb, since nobody else is helping! The bike was probably actually built at Raleigh in Nottingham as, I believe, Carlton was closed 1982.

Why do you want to switch to 700C wheels? Looking at the brakes, I don't think you'll be able to get the brake pads down enough so that they don't touch the tire when braking.
