The road quality is pretty good compared to most descents that I do. The only bad part is that there are a lot of sharp turns on that highway with no guard rail, where you can plunge 500-1000 down...

I drove through Hwy 198 recently, between Coalinga and King City. I believe it crosses over the San Andreas Fault at some point, very twisty road. Not much of a shoulder to speak of though, sadly....
